What is Clean Cities?
Clean Cities is a U.S. Department of Energy (U.S.DOE) program that promotes the deployment of alternative fuel vehicles and fuel economy programs nation-wide has been making progress for over twenty years. This initiative was designed to reduce petroleum consumption in the transportation sector by advancing the use of alternative and renewable fuels, fuel economy improvements, idle-reduction measures, and new technologies, as they emerge. The Clean Cities 20th Anniversary event was held in Washington D.C. on June 24, 2013. The U.S.DOE Clean Cities Program has designated nearly 100 volunteer coalitions in the United States. The Los Angeles Clean Cities Coalition is one of these volunteer coalitions. Cumulatively, Clean Cities has saved more than 5 billion gallons of petroleum, thereby helping to advance the nation’s economic, environmental, and energy security. In February 1996, the City of Los Angeles joined the United States Department of Energy (DOE) Clean Cities Program by forming the City of Los Angeles Clean Cities Coalition. Clean Cities coalitions are required to re-designate their standing as an active Clean Cities Coalition every three years. The Los Angeles Clean Cities Coalition was re-designated most recently on December 20, 2012. Re-designation attempts to:

  • Reaffirm commitment from stakeholders, the board of directors, steering committee members, and host organizations;
  • Build momentum through quantitative evaluation and thorough planning;
  • Enhance the relationship with the U.S. Department of Energy (DOE); and to
  • Inform DOE of accomplishments and funding needs.

The Coalition supports the voluntary deployment of alternative fuel vehicles (AFVs) and construction of infrastructure to support. The Principal Stakeholders consist of key City departments. The General Stakeholders consist of government agencies, utilities, and non-profit organizations committed to improving air quality in the Los Angeles area.

The goals of the City of Los Angeles Clean Cities Coalition are to:

  1. Work to increase the City’s overall AFV fleet inventory by 15%, as a target goal, each fiscal year
  2. Encourage the adoption of policies that promote the use of AFVs
  3. Enhance the support for AFV use by facilitating the expansion and increased utilization of AFV refueling/recharging infrastructure in the City
  4. Support local job creation and economic development opportunities related to the AFV industry through efforts to deploy AFVs in City fleets and enhance AFV use in the City Coordinator hosted and supported by the City of Los Angeles
  5. Consensus based group working to develop alternative fuel vehicle fleets and associated infrastructure for public and privately owned vehicles.
  6. Principal Stakeholders are the City’s government fleet managers. Fleet managers make decisions as to what type of vehicles and equipment will be purchased based on budgets, regulations, City policies, and operational requirements.
  7. General Stakeholders participate on an advisory and project per project basis
  8. The Coalition is hard at work, doing its part to help bring blue skies to the City of Los Angeles more often, while lessening the nation’s dependence on conventional fuels.


Since establishing a Clean Fuel Policy (CF 00-0157) in 2000, the City’s alternative fuel fleet has grown by an average of 17 percent per year. The City’s active fleet now includes over 4,853 alternative fuel vehicles. AFV use and fuel economy programs resulted in the conservation of over 14 million gallons of conventional fuel during the last reporting year. In 2012, the City reduced over8.7 million pounds of air pollutant emissions using State Motor Vehicle Fees distributed to the City via the South Coast Air Quality Management District (SCAQMD)This annual reduction was achieved at an average cost of 16 dollarsper pound of air pollutantreduced.

City employees participating in trip reduction programs eliminated almost 39 million vehicle miles this year by sharing rides, using public transit or riding or walking to work. For more information view the Coalition Milestones success story.

The City has started to replace some of the old EVSE with the SAE J-1772 connector system which is the North American electrical connector standard for electric vehicles. LADWP has retrofitted about 140 legacy chargers at City facilities. In addition, the City is required by the Fleet Rules, adopted by the South Coast Air Quality Management District (SCAQMD), to acquire alternative fuel vehicles in most City operations when adding or replacing vehicles in the fleet. Participation in the Clean Cities Program provides the City with grant opportunities only available to Clean Cities Coalitions and also provides national recognition for the innovative alternative fuel projects spearheaded by the City. In 2012, the City’s propane DASH bus fleet received a Clean Cities award for the Greatest Petroleum Displacement by any Clean Cities Coalition using Propane. Also received was the Best Coalition Collaboration Award for 2012 (SCAQMD and Clean Cities collaboration Clean Truck Grant Program) which was shared with the Southern CA Coalitions. In 2008, the City’s Clean Cities Coordinator was nominated as “Coordinator of the Year” for the western region of the US and received the City’s Quality and Productivity Award for partnership in the “Fight Climate Change with Clean Fuel Fleet Project”. The Coalition has been presented with several other Clean Cities awards, including the Rainmaker Award for securing the most funding from grants and other sources (1999) and the Gold Star Award for adding the most AFV fueling stations (1999, 2000). Currently, the City has nearly $30 million in active grant projects. The City Departments apply for various grants and administer them for themselves. In the period of 2000 to 2010, the Los Angeles Clean Cities staff was responsible for bringing in more than $27 million in awarded grants to support the City’s deployment of alternative fuel vehicles.

The South Coast AQMD offers the Carl Moyer Memorial Grant Program Funding each year. Since 1998, the Carl Moyer Program has provided funding to encourage the owners of diesel engines to go beyond regulatory requirements by retrofitting, repowering, or replacing their engines with newer and cleaner ones. While regulations continue to be the primary means to reduce air pollution emissions, the Carl Moyer Program plays a complementary role to California’s regulatory program reducing NOx and PM by funding emission reductions that are surplus, i.e., early and/or in excess of what is required by regulation. Eligible projects have included cleaner on-road, off-road, marine, locomotive and stationary agricultural pump engines. The California Energy Commission has established the DRIVE web page that is a great source for information on California’s alternative and renewable fuel and vehicle technology programs. Projects selected for program funding accelerate the development of the alternative transportation fuels through the improvement and commercialization of existing and emerging alternative fuel vehicles and their related infrastructure. Funded projects include commercial vehicle demonstrations and deployment, vehicle manufacturing, fuel production and research of innovative technologies. Additionally, critical functions such as outreach and marketing, workforce training and studies that focus on sustainable industry practices reinforce the goals of the program.

The Truck Stop

Truck stop imageThe California Environmental Protection Agency / Air Resources Board has established a webpage to assist operators of trucks with their search for funding and assist their navigation of the rules, regulations, and requirements of operation within California. Please find information about clean air requirements for: diesel vehicles; trailers; diesel-fueled transport refrigeration units (TRU or REEFER units) and TRU generator sets that operate within California. All diesel fueled trucks, buses, trailers and transportation refrigeration units operating in California, including those based out of state, are required by regulations to take steps to reduce air pollution. A truck owner can answer a few basic questions about his or her fleet and get a personalized list of regulatory requirements and potential funding options, from that list they can access more specific information about only the regulations and funding programs that apply to their unique situation. The site is designed primarily for the fleet owner but the information is also useful for the truck dealer, lender, air districts and others in the trucking community. Clean Vehicle Rebate Program (CVRP) rebates of up to $5,000 per light-duty vehicle are available for individuals and business owners who purchase or lease new eligible zero-emission or plug-in hybrid electric vehicles. The CVRP is funded by the California Environmental Protection Agency's Air Resources Board (ARB) and administered statewide by the Center for Sustainable Energy (CES). A leader in alternative fuel transportation planning and programs in California, CSE has issued more than $146.5 million in CVRP incentives for some 70,200 EVs and helped to educate hundreds of thousands of Californians on the availability and benefits of zero-emission vehicles since the rebate project’s inception in 2010.


The California Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) is a unique and streamlined program to help speed the early market introduction of clean, low-carbon hybrid and electric trucks and buses. HVIP is administered and implemented through a partnership between the California Environmental Protection Agency's Air Resources Board (ARB) and administered statewide by CALSTART (which was selected by ARB via a competitive grant solicitation).

The HVIP is designed to offset the incremental cost of eligible hybrid and battery-electric medium- and heavy-duty vehicles using a simplified purchase voucher. HVIP provides a meaningful "kick-start" to the low-emission hybrid truck and bus industry; it has helped deploy over 1,700 vehicles over the course of its existence, growing the nation's early market hybrid and battery-electric truck volumes by over 30 percent.

The HVIP base vouchers range from $8,000 to $45,000 on a first-come, first-served basis for the purchase of each eligible new hybrid or electric truck or bus. In some cases, HVIP voucher amounts have been increased to $100,000.
